EU Packaging Regulation
The European Union's Packaging and Packaging Waste Regulation (PPWR) came into force in February 2025. Key provisions mandate that all packaging be recyclable by 2030, enforce stricter limits on excessive packaging, and require clear labeling for recycling. The regulation also sets binding targets for recycled content in plastic packaging and promotes reusable and refillable packaging solutions with a ban on single use packaging. These measures aim to harmonize packaging standards across the EU, reduce environmental impact, and foster a circular economy.
Cosmetics NZ GMP Audits
It has been one year since Cosmetics NZ introduced a revamped cosmetic GMP audit for manufacturers. The audit now closely aligns with ISO 22716:2007 requirements with a focus on robust quality systems and clean manufacturing environments. Audits take approximately 3 hours and review the entire cosmetic product manufacturing process. The aim is to improve internal operations, support regulatory compliance and facilitate international trade. UK Cosmetic Regulations
The UK Cosmetic Regulations have been amended to include restrictions for methyl salicylate. There are restrictions for a range of different products and these do differ to existing EU restrictions. The full list of restrictions is here. The ‘placing on the market’ deadline is 30 September 2025; the ‘making available’ on the market (off-shelf) deadline is 31 March 2026.

NZ Proposed Changes to Waste Legislation
The Government is consulting on a range of changes to the Waste Minimisation Act 2008 (WMA) and the Litter Act 1979. Key proposals include:
Creating a framework for extended producer responsibility;
changes to how the waste levy is allocated to territorial authorities, and what they can spend the money on;
clarifying roles and responsibilities for central government, local government and the waste sector;
improving tools for compliance, monitoring, and enforcement;
enabling efficient and effective controls for littering and other types of mismanaged waste.
The consultation close 1st June 2025 and there is a webinar about the key changes being held on 21st May 2025.
Cosmetics NZ is in the process of preparing a submission and encourages members to make their own submissions on this key legislation.
