As General Manager of Cosmetics NZ, Melissa is dedicated to representing the industry, and fostering connections with key industry bodies and government to ensure a strong and sustainable future for members.
With over 25 years of experience in the cosmetics and personal care sector, Melissa has worked at multinationals, SMEs, and in manufacturing, and this diverse experience enables her to understand Cosmetics NZ's broad membership.
Melissa is passionate about collaboration, innovation, and working with members for success in the industry both locally and in the global markets.

Technical Director
Michelle Cubitt
Michelle Cubitt is the Technical Director at Cosmetics New Zealand, leading technical and regulatory strategy to support members across the cosmetics and personal care sector. With 15+ years' experience in regulatory affairs and compliance, she helps translate complex local and international requirements into clear, practical guidance and support.
Michelle works closely with regulators, industry stakeholders, and technical teams to interpret emerging policy and regulatory change, manage risk, and strengthen industry capability through member education and resources. Her background spans cosmetics and personal care, natural health products, food and beverage, household products, and medical devices, with a strong track record in strategic planning, project management, and stakeholder engagement.

Angela Buglass
Angela has held various strategic leadership roles in New Zealand and the UK with over 25 years of experience in the beauty industry including export, product and business development. Her experience is global but her heart is local. Angela’s expertise contributes to the governance and oversight of the vision, mission and values of CosmeticsNZ and her advisory clients within the personal care market.
Angela effortlessly combines new perspectives, exceptional people skills and robust business knowledge to link key stakeholders together in the cosmetics industry. These stakeholders include members, the board of directors, government agencies and industry bodies.
Angela is fiercely passionate about the beauty industry and its potential to create positive social and environmental impact across NZ and the economy.
As an advisor and Director, alongside Patrick Brookman, they empower businesses to make bold decisions that shape wellbeing – culturally, financially and philosophically.

With nearly 30 years of experience in the Cosmetic and Beauty Industry, Sara is a commercially driven and recognized for her strategic expertise across product development, brand growth, and market innovation. Starting her career as a qualified Beauty Therapist, she built on her practical foundation with advanced qualifications in Cosmetic Chemistry, evolving into a trusted advisor and business leader in the sector.
Sara has founded and led her own cosmetics brand and has played a pivotal role in scaling both early-stage startups and global beauty corporations. Her work encompasses contract manufacturing, R&D and formulation, through to high-level strategic consulting for ingredient suppliers and multinational brands. Known for her unique ability to align science with business, Sara brings deep industry insight with a commercial mindset and entrepreneurial agility.​

Skin Deep
Fleur Insley
Fleur has worked in the New Zealand beauty industry for over 20 years working for both a Global corporate (L’Oréal New Zealand) and distributor in various senior Sales, Marketing and Management roles. Fleur now owns a small business, Skin Deep, a New Zealand Manuka Honey skincare brand in the Beauty Therapy market. She also recently launched online retailer, Clean Beauty Collective in November 2018.

Margaux Baker
Margaux Baker brings over a decade of commercial leadership experience to the Cosmetics New Zealand Board. Underpinned by a strong track record of driving strategic growth and market performance.
Since joining Revlon in a senior leadership role in 2019, Margaux has led national sales and business strategy initiatives, delivering results across multiple retail channels and helping to steer the company through an evolving consumer landscape. Her leadership has been instrumental in strengthening Revlon’s market presence and operational resilience in New Zealand.
Margaux’s career spans both the beauty and consumer electronics industries, giving her a unique cross-sector perspective. She has deep category knowledge across Prestige Skincare, Mass Cosmetics, fine fragrance, haircare, and colour, and understands the commercial, regulatory, and brand-building challenges faced by companies at all levels of the market.
With a practical, customer-led approach and a passion for the industry, Margaux is committed to contributing to the ongoing success of Cosmetics New Zealand by supporting industry advocacy, encouraging innovation, and helping to shape a strong, sustainable future for members.

Peter Foyston
Peter is a seasoned executive with extensive sales and marketing experience spanning large multinationals and startups. He has held senior management positions in the consumer goods/food sectors around the world, including 20 years in China.
He started his career with Procter & Gamble, then had Asia regional leadership roles with Chiquitta Brands, Campbell Soup and Goodman Fielder. He was Chief Sales Officer for TradeWindow Holdings, a NZX listed
software company prior to starting his role as CEO of Trilogy Natural Products in 2022.
Peter has served on the Cosmetics Association board for 3 years and is the association’s treasurer. He is focused on creating value for all members and passionate about the healthy development of our industry.

Natural Skincare & Beauty Pioneer
Shane Young
With over 25 years of experience across the beauty sector, Shane is a true innovator and leader in New Zealand’s natural skincare movement.
Shane began his journey as a formally trained hairdresser in the 1990s, quickly making his mark by running several successful salons in Auckland. He started from the ground up—creating and distributing his own hair styling products from his first salon on Shortland Street in central Auckland. His entrepreneurial spirit led to the development of the iconic “Dominate” hairstyling range, which was launched from his Ponsonby salon and soon stocked in supermarkets in both New Zealand and Australia.
Throughout his career, Shane has been the creative force and leader behind some of New Zealand’s most recognisable FMCG and pharmacy brands, including Primal earth skincare, Shockwaves hairstyling, and the globally successful Essano beauty brand.
Shane’s journey spans every stage—from early-stage founder to senior executive and board member—managing teams and projects across the business.
His true passion is still for more natural ingredients and sustainable beauty care. Shane is dedicated to positioning New Zealand brands at the forefront of the global natural beauty movement, championing the country’s green credentials and innovative spirit.

With over seven years of experience in the cosmetics and personal care industry, Sara is a passionate advocate for the growth, integrity, and future-readiness of New Zealand’s beauty sector.
As Sales & Marketing Manager at Shieling Laboratories, she brings a practical, solutions-oriented mindset and a deep understanding of the challenges and opportunities faced by brands at every stage of development.
Sara offers the CNZ Board a wealth of experience, having successfully supported both emerging and established brands in navigating the complexities of product development, and go-to-market strategies. Her work with both local and international partners has given her a deep appreciation for balancing creative formulation with commercial viability—an essential foundation for building enduring consumer brands. She is a strong believer in collaboration, transparency, and championing the values that define New Zealand-made products: quality, innovation, sustainability, and authenticity.

Sarah Harper is the Corporate Affairs & Engagement Manager for L’Oréal New Zealand, a subsidiary of the world’s leading beauty company, which has a unique portfolio of 36 diverse beauty brands and employs 85,000 people worldwide. Sarah is an experienced marketer and communications practitioner, with experience in New Zealand, the UK, and at a global level for over 20 years. She has extensive beauty industry expertise across luxury and FMCG beauty including cosmetics, skincare, men’s grooming, fine fragrance, and salon haircare & colour. She has held senior marketing and digital roles at L’Oréal New Zealand since 2016. Her international perspective and long-standing dedication to advancing the beauty sector make her a valuable voice for the ongoing development of the New Zealand cosmetics landscape.

Stacey Fraser
Stacey Fraser is a cosmetic chemist and product designer based in Christchurch, New Zealand. With a diploma in cosmetic chemistry (IPCS) and a background in wellness, she leads Stacey Fraser Co., a consultancy that develops performance-driven skincare, haircare, and wellness products rooted in science and sustainability.
Stacey has recently been recognised globally as one of the "9 Faces of the APAC Beauty Industry 2025" and named in Covalo's "Top Influential Voices of the Beauty Industry" report—acknowledgements that highlight her impact, thought leadership, and industry contribution.
She also teaches product design at the University of Canterbury, mentoring emerging innovators.
Passionate about purpose-led work, Stacey is involved in Pacific-based initiatives supporting women-led micro-enterprises and ethical ingredient sourcing. She co-founded Beauty & Bloom, a social enterprise promoting inclusive beauty and creating meaningful opportunities for individuals with disabilities and neurodiverse team members.
Through her combined expertise in science, education, and social impact, Stacey is shaping a more inclusive, intelligent, and forward-thinking future for the beauty industry.
